The Kurdistan Region’s Ministry of Electricity has announced the payment rules for electricity debts accumulated before the Runaki project. The ministry warned that all discounts will expire after September 10.
The Council of Ministers approved the measure on July 22, 2026, under Prime Minister Masrour Barzani’s supervision. Households and agricultural projects can receive a 50% discount on old debts. Commercial and industrial projects, along with government offices, can receive a 25% reduction.
According to ministry data, 75% of subscribers still owe money from the period before Runaki. Their combined debt reaches nearly two trillion Iraqi dinars. Residential users account for almost one trillion dinars of that amount.
The ministry said 25% of subscribers hold more than 80% of the total debt. Meanwhile, about half of the remaining subscribers owe less than 248,000 dinars each.
Eligible customers must pay between August 3 and September 10. They must settle the full discounted amount in one payment through the electronic E-Psula system. The ministry will not accept payments through collection employees.
The discount does not cover very large industrial customers that use private feeders.
Officials said the measure reflects the ministry’s continued support for citizens. Under the Runaki project, the government has already provided 60 billion dinars in discounts to help users adapt to 24-hour electricity.
The ministry added that 80% of residential subscribers now pay less than they did before the project.
Officials said the deadline gives subscribers more than five weeks to benefit from the scheme. They expect the electronic process to improve transparency, reduce cash handling and create clearer records for future debt collection efforts.
After September 10, the discounts will end. Authorities will then introduce another mechanism to recover unpaid electricity debts. The ministry urged eligible customers to complete payment before the deadline and avoid losing the temporary reduction.
