The Ministry of Finance and Economy of the Kurdistan Region has introduced new guidelines to streamline salary list preparation for public employees. These reforms aim to accelerate reviews, reduce technical errors, and ensure consistency across ministry and department data.
The ministry outlined three main points to guide the process:
1. Coordination between units and accounting departments: All ministries must maintain direct and continuous coordination between unit managers and payroll officers. This ensures that data remains consistent and accurate across departments. As a result, duplication and mismatches are prevented, and payroll errors are minimized.
2. Standardizing employee numbers: Ministries must align staff numbers with records in the payroll system and the general administration’s (Kit) database. This alignment ensures that salary lists accurately reflect all employees. Consequently, the official system matches the data submitted, avoiding discrepancies.
3. Verification of data accuracy: When submitting final salary lists to the Kit system, both unit managers and payroll officers must confirm the data. This guarantees reliability and prevents mistakes in salary disbursements. It also allows officials to resolve any inconsistencies before final approval.
Additionally, the ministry requires departments to formally document any discrepancies in employee records. Departments must provide clear explanations to the relevant authorities in the Kit system and ministry administration. This ensures that corrections are made promptly and efficiently.
Moreover, officials confirmed that the Kurdistan Region’s Ministry of Finance has completed preparations for March salary lists and February reconciliation reports. Currently, they await approval from Iraq’s federal Ministry of Finance. Once Baghdad authorizes the transfer, the ministry will send the lists and reports and start the payroll process smoothly.
These reforms improve transparency, reduce administrative errors, and ensure timely salary payments for public employees. Furthermore, the measures strengthen efficiency and accountability in government financial operations across the Kurdistan Region. They also demonstrate the ministry’s commitment to proper oversight and consistent management of public resources.
